About Romania Scholarships
The Romanian state offers the Government of Romania Scholarships 2021 to foreign citizens through the Ministry of Foreign Affairs. The scholarship in Romania is for Bachelor’s, Masters and Doctorate degrees. Applicants who are not from the European Union can apply for this fully-funded scholarship. The State Department will pay you a monthly stipend as well.
There is no fee to apply for the scholarship program in Romania. Applicants with any academic background can apply for bachelors, graduates, and doctorates. Also, there is no need for an IELTS or TOEFL certificate

- An official letter issued by the diplomatic mission of the home country accredited in Bucharest or the diplomatic mission of Romania in the home country of residence;
- MFA application form (Appendix 1) for a scholarship in Romania, correctly filled out;
- MER application form (Appendix 2) for the issuance of the letter of acceptance to study in Romania
- Certified copies of obtained study diplomas
- Certified translation into one of the following languages: English, French or Romanian, if required;
- A copy of the birth certificate
- A copy of the first 3 pages of the passport
- Medical certificate
- Recent photos
Eligibility criteria
- He must be a foreign citizen but should not be a European citizen.
- Romanian citizenship holder is also disqualified
- The age of the applicant must not be more than 35 years for bachelor’s and master’s studies
- Not more than 45 years old for doctoral studies.

The application is made by submitting the required documents for the scholarship to the Embassy of the State of Romania in your country
